Job Summary

The Assistant Director of Human Resources and Operations will be a thought partner and leader, manage human resources functions, operations and function-specific projects for our office.  Reporting to the Executive Director, Equity, Civil Rights and Title IX you will provide full-cycle HR support for team members and assist with projects and initiatives impacting the university and our team.  The skills and approaches needed to be successful in this role include discretion, confidentiality, and a high level of initiative in handling a variety of tasks and responsibilities in a dynamic, supportive environment.  An entrepreneurial spirit will be helpful in developing processes, resources and tools to support an expanding team in an effort to the Executive Director's vision for a positive, supportive, operationally sound work environment.

Responsibilities*

Human Resources Management

  • Direct and coordinate the human resource needs of the department.  Coordinate with other subject matter experts within partnering offices. 
  • Perform human resource support functions from recruitment to retirement, including but not limited to:
  • Recruitment, posting and onboarding functions 
  • HR policy interpretation
  • Employee relations and team development
  • Development of HR-related departmental guidelines
  • HR system transactions (with admin support)
  • Employee leaves, retirements, terminations, promotions
  • Timekeeping issues
  • Coordination of performance management process
  • Compensation analysis, promotions, equity reviews
  • Develop and administer human resource policies and processes in the areas of recruiting and hiring, onboarding, classification, compensation, performance management, work planning and professional development.
  • Ensure consistent application of relevant policies and procedures and maintain on-going communication of best practices.
  • Ensure administrative policies and procedures meet university guidelines, including those imparted by Internal Controls, University Audits, etc.
  • Consult with departmental leadership, managers and staff on sensitive personnel matters; interpret policies and procedures for staff.
  • Develop and maintain a positive environment by collaborating with our managers and staff to provide guidance, interpretation and application of HR policies, practices, and programs.
  • Advise on university policies, procedures, and best practices including potential legal or ethical risks, workplace diversity and inclusion, harassment and discrimination, and conflict of interest.

Operations

  • Develop, implement, and continually improve organizational frameworks that enhance efficiency and effectiveness.
  • Streamline operational processes, policies and procedures.
  • Build an atmosphere of coordination, clear understanding of our vision, defined timelines, metrics, and deliverables.
  • Ensure effective, collaborative, and efficient operation of the teams across our office and promote a positive, inclusive culture.
  • Oversee operational projects such as facilities and office space
  • Help administer the budget and provide general support with financial management. 

Executive Director and Departmental Support 

  • Partner with the leadership team to facilitate meetings, track processes and collaborate with directors on priorities.
  • Assist with ad hoc or emerging matters, and troubleshoot with partners across U-M campuses.
  • Use your project management and prioritization skills to lead project teams for function-specific work. Translate strategic and tactical initiatives into operational plans. Troubleshoot and elevate issues to deliver high-priority projects with success and urgency.
  • Anticipate, identify, and troubleshoot issues of concern or significance. Provide advice, timely information, and operational support in response to campus, local and national issues, important projects, and trends affecting ECRT.
  • Assist the Executive Director in addressing complex issues and making strategic decisions through partnership and provision of options and alternatives based on data, benchmarking, market trends, risk assessment and inputs from multiple sources.
  • Represent the Executive Director to internal and external constituencies, serve on committees and attend meetings as assigned.  
  • Work with a variety of audiences, transform ambiguity into clarity, and write clear and concise documents.
  • Support and maintain mutually supportive relationships with all levels of management, staff, outside agencies and vendors. Work to remove barriers that hamper inter-and intra-department communications.

Required Qualifications*

  • Bachelor's degree required or an equivalent combination of education and experience. 
  • 7+ years of experience in roles involving HR operations, employee relations, talent management and related projects. 
  • Knowledge and applied experience in the full cycle talent management function.
  • Applied experience using project management best practices.
  • Previous experience working with teams with a focus on goal planning, resource management and operational oversight. 
  • General knowledge of Equity, Civil Rights and Title IX matters.
  • Intermediate-level proficiency with HR systems and project management tools.
  • Demonstrate a commitment to promoting a diverse, equitable and inclusive environment for all members of our community.
  • Interest in working in a decentralized organization with diverse teams.

Positions that are eligible for hybrid or mobile/remote work mode are at the discretion of the hiring department.  Work agreements are reviewed annually at a minimum and are subject to change at any time, and for any reason, throughout the course of employment.  Learn more about the work modes.
