Oversees and manages the operational aspects of ongoing projects and serves as the liaison between project management, planning, line management, operations, and program teams. Estimates labor costs of manufacturing based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Reviews status of projects and budgets. Manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
Primary Responsibilities:
• Serving as the Manufacturing Operations lead on proposals and BOE development.
• Compiling cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
• Coordinating the collection and accumulation of cost, scheduling, and performance elements from functional departments.
• Researching and analyzing historical data and using it to develop cost models to support proposal efforts.
• Participating in cost and pricing reviews with management and customer representatives.
Secondary Responsibilities:
• Acting as the primary liaison between Huntsville Manufacturing Operations and the Program Manager (PM) with regards to assigned project or project area.
• CAM (Control Account Manager) managing Earned Value, including planning and monitoring assigned projects using standard project monitoring techniques and keeping EM&L management updated on issues impacting the manufacturing quality, cost and schedule performance.
• Monitoring and facilitating the overall production flow from cradle to grave for the specific program's schedule and cost requirements - material receipt on dock, incoming inspection, receipt of material into stock, kitting of material from stock to the production floor, integration, in-process inspections, verification test, acceptance test, final inspection, joint inventory, and delivery.
• Collaborating with Manufacturing, PM, & GSC on the planning, development, and demand load of the production schedule that supports the Program's requirement dates.
• Working with the PM, Engineering, Manufacturing, & Logistics leads to ensure products can be efficiently manufactured by the manufacturing team and that the production is consistent with existing tools and techniques.
• Providing roll-up status of manufacturing activities to Program Management and/or Executive Leadership as input for the overall program.
• Achieving targeted cost and schedule requirements.
• Resolving scheduling conflicts with PM/DPM and helping determine best way forward when issues or delays cause for re-planning of activities.
• Collaborating with all functional organizations to resolve any operations conflicts or challenges in real-time.
• Working with the PM/DPM to ensure on time delivery of engineering and design information to manufacturing to meet production quality, cost, and schedule.
• Working with Global Supply Chain (GSC) and Supplier Quality to ensure technical information is accurate and timely to and from vendors and expediting material issues and receipts.
• Supporting required activities to ensure compliance with provided requirements and delivery dates for production to meet customer delivery of final product.
Basic Qualifications:
• (Senior Principal Project Management) - Bachelor's degree plus 8 years of progressive experience with at least 3 years in manufacturing, engineering, and/or program management. 8 years with master's degree. In lieu of formal degree, High School Diploma or equivalent (GED) and at least 14 years of relevant experience.
• (Principal Project Management) - Bachelor's degree plus 5 years of progressive experience with at least 2 years in manufacturing, engineering, and/or program management. 6 years with Master's degree. In lieu of formal degree, High School Diploma or equivalent (GED) and at least 12 years of relevant experience.
• Experience developing Basis of Estimates and supporting proposals.
• Demonstrated leadership skills and abilities as evidenced by prior experience leading a team or project in a production environment.
• Ability to develop solutions to complex problems requiring the use of ingenuity, creativity, and participation of internal and/or external personnel & teams.
• Strong verbal and written communications skills, interpersonal skills, and a good problem-solving mindset.
• Ability to effectively communicate with internal and external customers.
• Ability to collaborate in a team environment.
• Ability to compose materials such as detailed reports, work-related manuals, publications.
• Ability to get and to maintain a Department of Defense (DoD) Secret security clearance. Must be a US Citizen.
Preferred Qualifications:
• Bachelor's Degree in Mechanical Engineering, Systems Engineering, Manufacturing Engineering, Business Management, Business Administration, Communications, or another related field.
• Proficiency in Earned Value Management System (EVMS) techniques, which includes program cost and schedule management.
• Demonstrated experience as an OPM, project manager, program manager or engineering program manager in leading a team of engineering and/or manufacturing personnel in military grade product development or repair.
• Proficiency in Risk and Opportunity management.
• PMP Certification.
Salary Range: $84,600 - $127,000
Salary Range 2: $104,900 - $157,300
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
