About Duke University Hospital

Duke University Hospital is the largest of Duke Health's three hospitals and features 1048 patient beds, 65 operating rooms, as well as comprehensive diagnostic and therapeutic facilities, including a regional emergency/trauma center, an endo-surgery center, and more.

Job Summary:

This position will be responsible for coordinating the development and maintenance of the Healthcare Preparedness Coalition Response and Preparedness plans that direct the healthcare coalitions' activities during disasters. Primary responsibilities include:

  1. Develop and maintain comprehensive emergency plans for the healthcare region that aligns with NC OEMS HPP plans.
  2. Identifies, reviews, and implements modifications to response plans, policies, and procedures in the preparation of a comprehensive response to a broad array of natural and manmade disasters and emergency situations affecting local and/or regional operations.
  3. Communicates and coordinates emergency procedures; maintains personnel and emergency resource materials information; coordinates operational drills in preparation for emergency situations; responds to emergencies and coordinates coalition's resources according to plans.
  4. Represents coalition on regional and state emergency planning and response committees and forums; prepares reports related to current and long-range emergency preparedness issues.
  5. Researches and identifies grant opportunities that meet coalition's needs and are consistent with the Coalition's emergency management plans; writes grant proposals; facilitates the application process.
  6. Serves as liaison between the Coalition and stakeholders, and provides assistance to core partners and healthcare facilities with planning and training activities.
  7. Coordinates and evaluates damage assessments; develops disaster recovery funding requests and support documentation.
  8. Maintains absolute confidentiality of work-related issues, restricted records and County information.

This position is expected to have a major operational role in the Healthcare Preparedness Program, to include participation in State Medical Response System (SMRS), performance of duties at State Supported Medical Shelters (SMSS) and large planned mass gatherings. This may require some night and weekend work as well as in-state and out-of-state travel.

The position may also serve as an on-call person for the HPC to assist partners and/or the state with emergencies that may arise during off hours.

Duties and responsibilities include the following:

*           Maintaining Awareness of the DHPC Emergency Operations Plan and Annexes

*           Development of plans, appendixes, and annexes as required by ASPR grant guidance.

Operations:

Duties and responsibilities include the following:

*           Serve on call 24/7 rotation for the HPC for regional partners

*           Assess emergent situations and provide emergency medical resources, as requested, for emergency activations or responses across the region and to acknowledge, verify, and respond to requests for information.

*           Provide situation reports via information sharing platforms and other programs as necessary to keep NCOEMS, SMRS, and Healthcare Preparedness Coalition partner organizations informed

*           Deploy during emergencies and disasters to OEMS operated sites (e.g. State Medical Support Shelters, Mobile Disaster Hospital etc.)

Competencies, Knowledge, Skills and Abilities Required in this Position

*           Skill in Emergency Medical, Public Health or Emergency Management Response

*           Skill in delivery of training/educational materials

*           Effective Communication with medical professionals.

Education and Experience Required

Bachelor's degree from an appropriately accredited institution and one year of progressively responsible emergency management, emergency services, or other professional experience directly related to the area of assignment; or an equivalent combination of training and experience.

Work experience in volunteer management and healthcare field is preferred.

Additional Training/Experience:

Training/education in at least four of the following:

  • Disaster Medical Response
  • Disaster Preparedness
  • IS 100, 200, 700, 800, ICS 300, 400

License or Certification Required by Statute or Regulation:

* Driver's License *Class CDL A preferred*

* Healthcare Background *preferred*

Skills and Qualifications:

  • Knowledge of the principles and practices of emergency services, grant administration, and project management.
  • Knowledge of local, state and federal laws related to disaster planning and emergency services.
  • Knowledge of current trends and developments in the field of emergency medical services and hospital disaster response planning.
  • Knowledge of office technology and presentation software.
  • Must possess strong public speaking and presentation skills.
  • Strong organizational and time management skills.
  • Strong team leadership skills and the ability to work with representatives of various organizations and divergent perspectives.

Work Environment:

  • This position is on call 24 hours per day and must be able to respond to all emergency situations.
  • Must be able to wear a variety of personal protective equipment in a variety of environmental conditions.
  • Work climate varies from clean and well lit to wet, dark, and constricting spaces.
  • Significant overnight travel may be required.
  • May, on occasion, be expected to deploy with the State Medical Assistance Team into austere environments anywhere in the Southeastern United States.
  • May be exposed to hazardous chemicals, toxic agents, and radioactive materials.
  • May be exposed to blood-borne pathogens.
  • Moderate to high noise environment.
  • Subject to many interruptions.
  • Subject to long and/or irregular hours.
  • Occasionally required to manage multiple tasks simultaneously.
