As an FBI Network Engineer, you will play a crucial role in maintaining and securing critical infrastructure that supports national operations and public services.  This position offers unique opportunities to work with advanced technologies, collaborate with other entities, and protect vital networks from emerging cyber threats. 

Job Summary

Position: Network Engineer, GS-11/12/13/14

Official Title: IT Specialist (2210)

Location: Washington, DC, Pocatello, ID, Clarksburg, WV, and Huntsville, AL (Please be sure to specify location preference)

Working Hours: Varies based on operational need.

Salary: Salary shown is the BASE SALARY for the grade level.  Appropriate locality pay will be applied according to the location of the official duty station.

             GS-11: $62,107.00 - $80,737.00

             GS-12: $74,441.00 - $96,770.00

             GS-13: $88,520.00 - $115,079.00

             GS 14: $104,604.00 - $135,987.00

Full Performance level: GS-14   Duration: Full Time/Permanent

In order to recruit and retain highly qualified candidates, selectees may be eligible for a 25% recruitment incentive or a 20% relocation incentive for eligible current federal employees.  To be eligible for a relocation incentive, proof of change of residency will be required.  Prior to receiving a recruitment or relocation incentive, an employee must sign a written service agreement to complete a specific period of employment with the FBI at the new duty station. Incentives cannot be combined. 

Selections may be made from this announcement to fill positions within the FBI when the position includes substantially the same duties, responsibilities, and qualifications.

Key Requirements

  • Selectee will be required to complete form FD-887, Request for Access to Sensitive Compartmented Information (SCI)

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties:

  • Assist end-users in a variety of subject matter fields in deciding which processes to automate; how to select equipment and software; how best to use available technology; and, whether and how to network.
  • Conduct regular analysis of current process to determine the feasibility of new or automated processes to resolve issues or expedite workflows.
  • Assist with the identification, vetting, procurement, and implementation of new tools and methods. 
  • Configure, maintain, and troubleshoot network infrastructure, automation tools, backups, communications systems, and application.
  • Resolve and coordinate the resolution of issues and direct the application of patches to servers and other systems.
  • Determine operational, technical, and support requirements for the location, installation, operation, and maintenance of network equipment and systems.
  • Work with myriad customers to develop sustainable strategic plans and tactical, technical solutions for executing effective and efficient network-related problem management.
  • Develop, interpret, plan, and apply policy and process best practices in the delivery of enterprise-wide, multi-discipline IT network service capacity and performance monitoring. 

Qualifications and Evaluations

Specialized Experience (SE):

GS-11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-9 grade level. SE is defined as follows:

  • Experience identifying, analyzing and recommending new requirements and changes to current network systems.
  • Experience configuring, installing, repairing, and/or maintaining computer networks.
  • Experience diagnosing and analyzing network problems and issues.

GS-12: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-11 grade level. SE is defined as follows:

  • Experience monitoring network traffic to identify deviations from traffic parameters. 
  • Experience managing short and long-range IT projects.
  • Experience troubleshooting, diagnosing, and resolving hardware, software and other network and system problems.
  • Experience consulting various levels of personnel regarding administrative and technical matters related to IT programs and/or services.

GS-13: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-12 grade level. SE is defined as follows:

  • Experience in technology management, problem solving, and implementation of related activities. 
  • Experience in decision making, developing and leading teams with both government and contract staff. 
  • Experience configuring dynamic routing protocols to control traffic flows and network path redundancy.
  • Demonstrated experience providing expert advice and guidance to management regarding technical issues which pertain to the planning, designing, developing, procuring, implementing, operating and maintaining of the organization's IT systems.

GS-14: In addition to the above, applicant must possess at least one (1) year of SE equivalent to the GS-13 grade level. SE is defined as follows:

  • Demonstrated experience in network design, possessing a strong foundation in communication systems protocols throughout the network stack.
  • Experience developing, interpreting, planning, and applying policy and process best practices in the delivery of enterprise-wide, multi-discipline IT network service capacity and performance monitoring. 
  • Demonstrated experience supporting proxy servers, including hardware refresh, software testing, software upgrades, policy construction, proxy automatic configuration file (proxy.pac) coding/testing/debugging, SSL interception, and complex troubleshooting techniques (e.g., debugging latency issues, authentication issues, and application functionality issues).
  • Demonstrated the ability to work independently and collaboratively in a fast-paced environment.

Desired Skills

Desired skills are NOT mandatory and will NOT be utilized to minimally qualify applicants.

Desired Skills are:

  • Ability to manage enterprise network and server capacity
  • Ability to provide technical mitigation 

Education

All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:

Degrees must be in one of the following fields: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.

Education may NOT be substituted for specialized experience at the GS 12, 13, or 14 grade levels.
