ABOUT THE ROLE

Reporting directly to the Director and Deputy Director, the manager of assessing operations will be responsible for managing the day to day operations and overseeing the administrative staff in the Assessing office.  The manager of assessing operations will be responsible for the following:

  • Developing and implementing operational policies and procedures for efficient operations.
  • Front office coordinator of public information services and other administrative matters.  Serves as mediator for front office responses to difficult and/or complicated taxpayer interactions, interpret the Massachusetts General Laws.
  • Working in conjunction with Manager of Assessing Information to assist in generating reports from Vision, and Munis system as they relate to real estate values, personal property, exemptions, excise tax and abatements. 
  • Assists in recruiting, training and supervision of administrative staff.  Tasks also include maintaining schedule and staffing, department level human resources duties and payroll responsibilities.
  • Utilize CAMA (Computer Assisted Mass Appraisal) system valuation and Munis billing system.
  • Preforms Quality Control review for AI deeds conversion system.  Reviewing data merged into CAMA system to ensure that AI matches are correct, and sales are validated.  This includes researching plans, trusts, homesteads and other documents to ensure record transfers are correct.
  •  Plans and performs work on a variety of assessing documents.  Monitors the flow of office work to meet cyclical deadlines.
  • Manage budgets and forecasts.  This includes managing department payments, budget updates and contract management. 
  • Working in conjunction with Manager of Assessing Information, serves as liaison for the public and other City departments to inform of changes to the law and administrative procedures, as they pertain to assessing functions.
  • A beta tester, under the direction of the Board of Assessors, of all new assessing technology in order to critique programs before they are introduced to the department.
  • Fulfil public records requests.  This includes exercising good judgement and knowledge of assessing rules and regulations with a clear understanding of information that is legally required to remain private. 

MINIMUM REQUIREMENTS:

Associate degree in business, finance or accounting required and at least three years of experience in an office where assessing and/or appraising operations are primary responsibilities, or any equivalent combination of education and experience. Employee must complete basic assessing courses approved and required by the Massachusetts Department of Revenue and the Massachusetts Association of Assessing Officers as a condition of continued employment.

KNOWLEDGE SKILLS AND ABILITIES:

  • Ability to supervise, develop and set priorities for subordinate staff.
  • Extensive knowledge of assessing techniques and procedures of commercial, residential, personal property and excise tax.
  • Working knowledge of Massachusetts State Statues that govern the assessment of real estate.  This includes knowledge of the laws, regulations, rules, procedures and forms applicable to assessing administration.
  • Working knowledge of software applications in computerized environment.  Systems include: Vision (CAMA system), Munis, Viewpoint, Just Appraised, Department of Revenue, including Gateway, Registry of Deeds.  Ability to prepare reports utilizing a variety of computer software programs including Microsoft Word, Excel, Access, ArcView/GIS and Vision (CAMA software).
  • Ability to work independently and use professional judgment in all aspects of managing an assessing office.
  • Ability to manage multiple tasks, meet cyclical and regular deadlines and excellent attention to detail.  Outstanding organizational skills and knowledge of organizational effectiveness and operations management.
  • Excellent communication skills, both verbal and written and customer service skills.  Ability to establish and maintain effective and cooperative working relationship with customers, assessing staff, as well as with other municipal departments and personnel.

PHYSICAL DEMANDS: Ability to access, input, and retrieve information from a computer.  Answer telephones and maintain multiple files. Must read and analyze large quantities of information.  May require minimal lifting of up to 10 pounds. Reasonable accommodation may be made to enable individuals with disabilities to person essential functions.

WORK ENVIRONMENT: Work is conducted in an office environment with fluorescent lighting, air conditioning, computers and other standard office equipment.  May also have meetings in other offices or facilities. Noise level in the office can be high as the office is active with phone calls and walk in customers.  Position may be eligible for hybrid work under the City’s Telework Policy, depending on operational needs.
