Job Description
PURPOSE SUMMARY.
Provides para-professional level human resources assistance, services, and guidance. May be assigned primary duties relating to benefits, recruitment, training and/or general HR administration.
ESSENTIAL DUTIES. A position may not include all of the duties listed, nor do the listed examples include all of the duties which may be found in a position of the class. Support Employee Relations unit. Duties include but are not limited to:
1. Assist hiring departments with coordination of the recruitment process including:

Initiate communication and schedule meeting with hiring department to guide hiring manager in the processes to ensure compliance with HR policy and best practices.

Requisition processing and approval.

Job description updates.

Assist with the development of interview questions.

Post job vacancies in applicant tracking system and other relevant forums to reach target applicant pool.

Assess applications for minimum qualifications.

Responsible for correspondence with applicants including answering candidate questions and providing updates regarding selection or non-selection.

Conduct background checks through approved vendor(s) and schedule post-offer tests if appropriate.
2. Ensure the completion of I-9 Employment Eligibility Verification forms according to USCIS requirements. Complete the E-Verify process in accordance with regulation. May assist with audits of I-9 records.
3. Coordinate and assist with new employee orientation. Process new employee records/documents, provide orientation and benefit information, and complete all necessary forms for the personnel file on the employee's date of hire.
4. Provide employee training on areas of specialization including new employee orientation.
5. May represent the County at career fairs and/or participate in related recruitment activities.
6. Assist with HR training compliance including sending communications about training opportunities, coordinate training logistics, track training attendance and compliance with required HR training, provide related reports to management and assist with other training related needs.
7. Assist with reporting requirements (e.g. time-to-hire reports, EEO compliance reports, orientation surveys, exit interview surveys, etc.).
8. May oversee and monitor drug and alcohol testing program.
Assist with support needs for assigned departments. Includes, but is not limited to:
1. Assist with front desk coverage in absence of HR Assistant.
2. May provide back up to the HRIS position or assist with special projects or assignments.
3. May assist with filing and file audits.
4. Attend meetings, prepares reports, correspondence, and other written material as directed.
ADDITIONAL DUTIES. Other related duties as assigned.
QUALIFICATIONS.
A. Education. High school diploma or equivalent. A Bachelor's degree from an accredited university in Human Resources Management, Business Administration, Behavioral Science or related field may be substituted for work experience.
B. Experience. Three (3) years of full-time experience in human resources, payroll and/or benefits position. Must have a strong working knowledge of computer software such as payroll and/or accounting, spreadsheets and word processing.
C. Education/Experience substitution.
D. Licenses/Certifications. Certification as a Professional in Human Resources (PHR) preferred.
E. Other. (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).
Knowledge, Skills, and Abilities Required By The Position:
Must have knowledge of the contemporary principles and practices of human resource/personnel management including recruitment and selection and job classification and compensation and employer/employee relations; pertinent federal, state, employment, labor, wage, hour, and local laws, codes and regulations specific to area of primary responsibility; business English, spelling, grammar, punctuation and basic arithmetic. Must have ability to maintain strict confidentiality.
Must be able to use independent judgment in various situations; communicate effectively in English, orally and in writing, with elected county officials, department heads, employees and the general public; research problems, analyze data and prepare thorough investigative and other written reports using proper punctuation, grammar and spelling; readily apply the personnel ordinance to a situation, analyze and make recommendations for resolutions to technical personnel problems; establish and maintain effective and cooperative working relationships with others.
Compensation Range
$18.24 - $29.16
