JOB DESCRIPTION

Department: Public Works
Position: Facilities/Grounds Foreperson
Classification: Regular full-time employee
Reports to: Director and/or Assistant Director of Public Works

QUALIFICATIONS

Education / Experience: High School or technical school diploma or equivalent.  Minimum of five years experience in the building trades and the general repair of heating systems, HVAC systems, plumbing systems and light electrical repairs.

Certification: Skilled journeyman or specialty certification in a trade. Ma. Unrestricted Construction Supervisors License required or able to obtain.

General Functions: Oversees and supervises required DPW staff in conjunction with the Highway and Transfer Station foremen to accomplish all tasks related to facilities. This position also assists, as needed, with highway maintenance including grounds, cemeteries and snow removal. Performs skilled journeyman’s duties in at least one (1) trade or craft in such areas as carpentry, plumbing or electrical. Constructs, maintains and repairs the Town’s buildings and grounds and performs a variety of maintenance activities as assigned.

Skills Required: Knowledge of building, electrical, plumbing and masonry work.  Ability to prepare and read design plans and estimate job costs. Must have knowledge in Word, Excel, and other software for maintaining facilities. Must be able to deal with the public and other employees tactfully and effectively. Must be able to communicate clearly (orally, and in writing) and work with the public, staff, and administration. Must be able to perform moderately heavy manual work and use a variety of hand and power tools. Working independently and/or have the ability to supervise one or more staff members in a project or task.

Physical requirements: Work requires considerable standing, stooping and bending.  Work is sometimes performed on ladders or scaffolding, which causes stretched, overhead, cramped or awkward positions.  Must be able to lift and carry heavy tools and equipment weighing up to   60 lbs.  Must be approved for position requirements by pre-employment physical exam.

Work Environment: Frequent and extended periods of outside work, subject to all weather conditions and extremes.  Continuous walking, standing, climbing, and frequent periods requiring sustained uncomfortable physical positions.  Regular and sustained periods of strenuous physical exertion, requiring ability to lift, carry and position heavy objects utilizing proper mechanics and techniques.  Operates equipment that causes loud noise levels and high vibrations.   

RESPONSIBILITIES

Specific Duties & Responsibilities:

The duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

  1. Responsible for leading DPW Facilities/Grounds employees in accomplishing daily work assigned by Director and/or Assistant Director.  Projects may include mowing grounds, maintaining public facilities grounds/landscaping, general building repairs such as painting, scraping and other minor maintenance.
  2. Ensure that supervisors are informed of all parts, supplies, and repairs needed to maintain smooth DPW Building/Grounds operations at all times.
  3. Completes a variety of basic repairs to plumbing fixtures. Cuts and treads pipe, replaces damaged sewer, water, and drainage pipes, repairs leaks, etc.
  4. Install or repairs carpeting, floor tiles, acoustical ceiling tiles, sidewall and roof shingles, windows, doors, trim, cabinets, etc.
  5. Performs cement, mortar, and brickwork.
  6. Provides interior, exterior painting of walls, doors, trim, and cabinets, etc.
  7. May install or repair electrical fixtures and wiring in accordance with state and local code specifications.
  8. Ability to perform all types of rough and finish carpentry requiring detailed workmanship.
  9. Repairs and maintains beach structures such as bathhouses, gate attendant shacks, lifeguard stands, and other town structures.
  10. Performs basic landscaping functions as necessary.
  11. Reviews and evaluates needs of all town-owned buildings, develops maintenance plan under the direction of the DPW Director and Assistant Director, and schedules implementation.
  12. Assists DPW Director and Assistant Director with project estimating and budget preparation.
  13. Maybe required to attend meetings beyond normal working hours.
  14. Manages inventory of tools, equipment and project stock.
  15. Forecasts costs of replacement equipment and tools for budget purposes.
  16. May direct small work force to complete construction / maintenance projects, insuring that all projects are completed with high quality and in a timely manner.
  17. Performs regular maintenance including general carpentry, painting, minor masonry, plumbing and electrical work as needed.
  18. Assists in assessing the in-house capacity to perform needed repairs including plumbing, heating and HVAC systems, roofing, painting, plumbing, electrical and carpentry according to MA code.
  19. Assists in acquiring sub-contractors for the purpose of performing repairs and installations etc.
  20. May perform occasional cleaning of facilities as required.
  21. Coordinates preventive maintenance and repairs of equipment, both in-house and through outsource vendors.
  22. Must employ public safety and OSHA approved methods as work generally occurs in populated areas and other staff members.
  23. Responsible for assigned snow removal route and collaborating with Highway Foreman and Asst. DPW Director with overall snow removal operations.
  24. May assist with public traffic control to ensure the safety of the crew and effective traffic flow.
  25. Maybe required to assist in other D.P.W. operations, such as: trash removal, roadside brushing, road repairs, recycling, Transfer Station operations, etc.
  26. Position requires working on some weekends, especially during the summer season when DPW operates on a seven day per week schedule.
  27. Instructs laborers and operators in the proper use of equipment, ensures that safety procedures are followed.
  28. Assist in the oversite of subcontractors.
  29. Works in conjunction with other Town departments as well as the general public to coordinate activities and respond to questions and complaints.
  30. Works with subcontractors ordering materials, supplies or equipment required for completion of projects
  31. Processes daily work orders and follows up on resulting assignments for compliance with instructions, in conjunction with Assistant DPW Director.
  32. Ability to receive and pass on to assigned employees all written and oral information required to accomplish projects. Must be responsible for the oversight of construction management and safety, in conjunction with the Director or his designee, along with the Assistant DPW Director, on specific projects.
