Exam Type: Temporary Provisional (TPV)

Fill Type: Temporary provisional (TPV) appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Provisional appointments may not exceed three (3) years. Per CSC Rule 114, Article I, Sec. 114.5.10. 

Language Special Condition - Bilingual Proficiency:

There are currently two (2) vacancies. One of the vacancies requires bilingual proficiency in Chinese (Cantonese); the other position is generic (English only). Both oral and written proficiency are required.

Role description

The County Adult Assistance Program 2574 Clinical Psychologist is responsible for conducting professional-level work in assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Conducts screening and assessment of Clients with mental health related complaints, collateral interviews with primary care and behavioral health staff and medical records review to support clients' application for Social Security Benefits.
  2. Selects, administers, scores and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients' application for Social Security Benefits as needed.
  3. Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients' SSI eligibility.
  4. Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
  5. Provides education, consultation and information to community providers, and CAAP's multidisciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
  6. The CAAP psychologist may supervise psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conduct staff training programs both within the clinic or unit and for line agency personnel.

How to qualify

License and Certification: Possession of a valid license as a Psychologist issued by the California Board of Psychology as defined in Chapter 6.6 of the Business and Professions Code; Psychologist Licensing Law, Sections 2900-2903, 2914.

Selection Procedures:

The selection process will include evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs to the Department will be invited to the interview.

Note: Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.
