Description
The Telecommunications Network Analyst III under general direction of the Chief, ISD Telecommunications, coordinates development, provides maintenance of and provides for user support in telecommunication voice systems.
This position serves as a telecommunications voice systems engineer. The successful candidate will serve as the technical engineering resource for the work team and may lead the work of other professionals or technical maintenance staff. This position requires substantial experience with telecommunications voice equipment and related networks with the ability to complete assignments under general direction.
SALARY:
$26.56 to $37.29 per hour
$4,605.15 to $6,463.51 per month
$55,261.84 to $ 77,562.07 per year
EDUCATIONAL INCENTIVE:
Possible educational incentive: 2.5%, 3.5% or 5% of base salary dependent upon verification of educational achievement.

Duties may include, but are not limited to the following:
1. Identifies telecommunications voice system needs; determines solutions to meet current and future needs as well as to rectify ongoing system difficulties; evaluates technical merits of related technologies and service delivery methods; develops and presents reports and technical data to obtain funding and implement chosen alternatives.
2. Acts as project manager in systems design which may include functional supervision of peers, other analytical staff and/or technical maintenance staff; prepares and presents status reports, information briefings and/or other verbal or written material on assigned projects.
3. Directs user group meetings, keeping abreast of agency requirements, as well as sharing developments in county strategies; makes proactive recommendations for appropriate technologies supporting the users' long term needs.
4. Develops system documentation protocols to ensure that additions and modifications are thoroughly documented upon implementation; maintains the base of documentation accurately reflecting the county-wide telecommunications voice network as modifications and system additions are made.
5. Conducts traffic analysis and capacity planning studies for the voice networks, and produces management reports as needed; identifies and recommends appropriate tools for this effort as they evolve.Typical Qualifications

COUNTY AGENCY/DEPARTMENT SERVICE:
This recruitment is a departmental promotional. To be eligible you must be currently working as a regular employee of the County of Ventura Information Systems Department. Regular employee means one who has been appointed from an eligible list to an allocated position in the County service.
EDUCATION, TRAINING, and EXPERIENCE:
The successful applicant will possess a thorough knowledge of the practices related to telecommunications voice network design; functions of state-of-the-art voice telecommunications networks and component equipment; and analytic techniques utilized in voice network design and support.
Additionally, this person will exhibit the comprehensive ability to understand and adhere to laws, regulations, and policies governing telecommunications operations and procedures for the standardized implementation of networks; identify and analyze operating problems and implement changes; integrate conceptual understanding of telecommunications design into development of solutions to system malfunctions.
Required is the ability to communicate effectively both verbally and in writing; establish and maintain cooperative relationships; demonstrate tact and diplomacy; understand and work with blueprints and other design documents, and maintain accurate records of work performed; research regulations and/or technical reference materials; maintain confidentiality of information; collect and analyze data and electronic test information to support networks; work with a variety of test equipment and tools.
The incumbent needs to be able to work in a lead capacity over other telecommunications analysts.
SUPPLEMENTAL INFORMATION:
Voice network support efforts may require working in confined spaces and lifting equipment weighing up to 40 pounds.
Work can involve travel all over the county and may involve outdoor activity in all types of weather conditions and may include the need to work outside of normal business hours.
Work can include the full range of body movements involving reaching, bending, grasping, and climbing.
Color recognition and identification is required.
Candidates and incumbents may be required to pass a background investigation in accordance with applicable policy.
Extensive telecommunications engineering experience in telephony communications which demonstrates competency in requisite knowledge and abilities.
NECESSARY SPECIAL REQUIRMENTS:

Application Evaluation 100%:
An application evaluation will be conducted. A score will be assigned to candidates based upon established criteria using the application. Depending on the number of qualified applicants, a passing score of 70% may be awarded for purposes of placement on the eligible list and certification to the department for an interview. With either method used the resulting score will be deemed to be the final score for purposes of placement on the eligible list.
