The role:

Join this historic effort by supporting its design and construction. We are currently seeking an assistant construction resident engineer.

The Interstate Bridge Replacement (IBR) program is a mega infrastructure program with national significance led jointly by the states of Oregon and Washington. Its purpose is to address regional safety and mobility challenges facing the Interstate 5 highway system by replacing the aging bridge over the Columbia River between Portland, Ore. and Vancouver, Wash. The Oregon Department of Transportation (ODOT) and Washington State Department of Transportation (WSDOT) are working together to develop solutions that improve seismic resiliency, bolster safety, reduce congestion, provide reliable public and active transportation, and facilitate better freight movement. The program has received more than $2 billion in federal grant funding and continues to seek further federal funding to build a bridge that keeps people and our economy moving into the future. The two states have also committed a billion dollars each to bring these improvements to fruition.

This position will be a State of Oregon employee based in Portland and work out of the program’s joint office in Vancouver. This is a hybrid remote position with expectation of in-office work 1-2 days a week, on average, or as business needs demand to collaborate with cross-discipline colleagues and program leadership, prior to the beginning of construction, at which time, this position will be in-person, full-time.

A day in the life:

  • Administer multiple complex construction contracts at the same time and interpret contract documents, anticipate potential problems and work on developing solutions.

  • Review, prepare and submit project documentation.

  • Negotiate contract change orders and prepare cost estimates.

  • Prepare and review calculations, quantity estimates and construction details.

  • Prepare construction engineering budgets and personnel projects for review/approval.

  • Review work products and inspect work in progress to ensure compliance with plans and specifications.

  • Ensure programs are properly implemented on all assigned projects, including Equal Employment Opportunity (EEO), Disadvantaged Business Enterprise (DBE), On the Job Training (OJT), and Tribal Employment Rights Ordinance (TERO) programs.

  • Review contractor’s project schedule and identify resources to coordinate activities to support the schedule.

  • Organize and facilitate meetings; communicate and coordinate information with contractors and crew on assigned projects and relay information to the resident engineer.

  • Coordinate a team of project management personnel to oversee project inspection.

  • Mentor and train crew members.

  • Attend safety meetings and implement safety policies, procedures and safe working conditions.

  • Work in both office and field environments with hybrid work options available – full-time in person work required once construction-related activities begin.

  • Work requires long hours, differing shifts, overnight travel and may be called out for emergencies at any time, seven days a week, including holidays.

  • Field environment duties involve regularly working in all weather conditions and near traffic and construction equipment; walking on rough terrain and stooping or bending around structures and equipment; and occasionally lifting 40-60 pounds and working above the group or water on platforms or machinery with appropriate safety equipment.

Minimum qualifications:

A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering.

Note: If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Experience in construction contract administration for large highway projects using traditional and alternative contracting.

  • Experience coordinating work for blended teams of employees and consultants.

  • Experience in roadway project engineering or management on public infrastructure projects.

  • Strong communication, technical, and problem-solving skills and experience working as part of a team.

  • Experience interpreting design standards and standard specifications to ensure contract compliance.
