Coordinate, implement and maintain all Telecom inventory using carrier and vendor portals as well as other sources available. Routinely reconcile the voice and data inventory with other systems utilizing Tangoe, a third party platform tool. Employ automated processes to identify and optimize cost avoidance opportunities, and detect fraudulent and improper third-party billing of various regulatory and non-regulatory telecommunications billing. Coordinate audit requirements and provide complex telecom procurement instruction and guidance with other Information Technology (IT) Services departments. Provide daily, monthly and quarterly cost saving reporting documentation. Ensure all audit source documentation is maintained in an orderly and functional manner. Initiate new processes and procedures for automated audit analysis and procurement of the telecommunications environment ensuring accurate and appropriate billing processes.ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Implement conversion of and maintain electronic data interface Tangoe audit platform inclusive of electronic media and mapping format, and verification reporting of all telecommunications invoicing.
2. Employ automated processes to identify audit opportunities of various regulatory and non-regulatory telecommunications billing.
3. Employ web-based and manual tools to request, track and advise during the procurement process for all data and telephony services.
4. Provide technical assistance to other IT associates for procurement and disconnection of complex telecom services as well as provide guidance to lower level telecom audit analysts.
5. Perform special audits, as assigned, of major voice and data circuits, and local and long distance billing inclusive of service provider performance and productivity improvements.
6. Upon assignment of a recommended operational audit, complete a full evaluation to include efficiency, effectiveness and cost benefit analysis.
7. Technical resource for telecommunications billing systems and invoicing, contracts, requests for proposal (RFPs) and service level agreements (SLAs); participate in monthly telecommunications budget meetings.
8. Coordinate and implement training as a result of audit-related activities or audit system implementation.
9. Maintain and communicate knowledge of industry trends and technology. Develop and maintain a professional relationship with vendors supporting assigned systems.
10. Develop procedural manuals and instructions ensuring regulatory compliance, as applicable.
11. Maintain statistics, records and reports which ensure quality control standards.
QUALIFICATIONS
Required Qualifications:

1. Bachelor's degree in Accounting, Telecommunications or related field, or equivalent education and related training
2. Six years of telecommunications experience, including five years in an equivalent telecommunications audit position with a major industry provider
3. Master level knowledge of business management practices to include vendor relationships, contract management and billing methodologies
4. Expert knowledge of regulations and standards applicable to the telecommunications industry
5. Resourcefulness in multi-tasking, developing creative needs and researching or synthesizing information for problem resolution
6. Capacity to comprehend complex technical concepts through training and self-study
7. Self-motivated with strong interpersonal and organizational skills
8. Excellent verbal and written communication skills
9. Demonstrated proficiency in basic computer applications such as Microsoft Office software products
10. Ability to travel, occasionally overnight
Preferred Qualifications:
1. Experience working with Tangoe for telecommunication inventory management
2. Data Analysis experience
3. Data reconciliation between systems
4. Managing inventory control for audit purposes
5. Experience with contract billing and invoice systems
6. Securing back up documentation for invoice payments
7. Ability to create dashboards for management
8. Strong organizational skills, attention to detail, proficiency with inventory management software, data entry skills, analytical abilities to identify trends, and knowledge of inventory control methods.
