Summary
This position is located at Bureau of Engraving and Printing, within the Office of the Chief Procurement Officer. As a Supervisory Contract Specialist, you will supervise up to 4 supervisory contract specialists and up to 25 contract specialists - providing direction and assistance on various projects that may include, major acquisitions, staffing improvements, workload assignments, office realignments and directing detailed studies/ analysis as directed by the Office Chief.
Duties
As a Supervisory Contract Specialist, you will:
- Direct the operations of the Division - establishing priorities and schedules, allocating resources for completing work based on customer needs, and monitoring the efficiency and effectiveness of operations by periodically reviewing activities and identifying opportunities for improvement as well as managing position descriptions and filling vacant positions in the Division.
- Develop new approaches or innovative acquisition plans, source selection plans, negotiation strategies, and contract terms, conditions, or financial arrangements, which may serve as models for future acquisitions as well as identify opportunities for improvement and making recommendations for implementation of the required changes to the Office Chief.
- Provide guidance and assistance to direct subordinates and supervisory contract specialist branch chiefs as well as to contracting officer's representatives (CORs) and senior management within the Bureau in all aspects of the procurement process.
- Establish performance standards, evaluate the performance of direct subordinate supervisors, and serve as the rating or reviewing official on evaluations of nonsupervisory employees rated by the subordinate supervisor(s).
- Serve as the approving official on evaluations and more serious employee complaints as directed by the Office Chief as well as investigate and resolve group grievances and more serious employee complaints.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Selective Factor: Employment is contingent upon one's ability to obtain/maintain an unlimited Department of the Treasury warrant, which requires an active FAC-C Professional (or equivalent) certification.
AND
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes providing leadership and direction to an acquisition workforce.
Examples of such experience may include:
- Establishing priorities, timelines, and milestones for acquisition contracts and actions; or
- Allocating staffing resources for completing work based on customer needs; or
- Planning short- and long-term work to be accomplished by the acquisition staff; or
- Evaluating and improving processes to monitor the effectiveness, efficiency, and productivity of acquisition processes; or
- Advising program offices on procurement issues.
