ABOUT THE POSITION

The Program Manager in Marin County Children and Family Services is an integral member of the management team and shares responsibility for the day to day oversight of all child welfare operations. The Program Manager oversees a team of supervisors who are each responsible for a unit of Child Welfare Workers or support staff who provide a range of child welfare services including intake and assessment, child abuse investigations, services to families with children in their homes and families whose children are in foster care, as well as resource family approval and adoptions. The Program Manager also contributes to the development and implementation of new mandates as well as promising practices through the oversight of the policy, staff development, and administrative functions as well as overseeing community based programs and contracts that support the families and children served by Marin County Children & Family Services. The Program Manager reports directly to the Social Services Division Director. 

The Social Services Program Manager takes an active role in performance management, coaching and staff/team development.

Hybrid Schedule:
The Health and Human Services Department has embraced a hybrid work schedule that considers that some duties of this position may be performed remotely. However, the successful candidate must be able to report to County facilities for meetings, work assignments, and/or disaster service work upon short notice, as needed and deemed appropriate. During the initial probationary period, the successful candidate may be required to work primarily onsite before establishing a hybrid work schedule.

Our Highly Qualified Candidate
The ideal candidate has the ability to lead and provide positive coaching development to a team doing vital work to protect children and help families facing a variety of complex issues. The ideal candidate must be able to interpret laws and regulations and convey the importance of the work done by the agency to both internal and external stakeholders. Since this is a relatively small child welfare agency, this person must welcome the collaborative nature of the work done in the office and be able to handle many different types of tasks while giving leadership to those they manage. This person must have an excellent ability to build and maintain strong working relationships with a wide variety of stakeholders including other county agencies, resource families, law enforcement, the courts, schools, and community service organizations serving at risk families.

Qualifications


Knowledge of
  • Principles and practices of management, including program development, implementation and evaluation; goal setting; personnel management; budgeting and fiscal administration; grants administration; and contract negotiation, administration and monitoring.
  • Operational characteristics, services, and activities of assigned program areas.
  • Applicable laws, rules, codes and regulations.
  • Current trends in policy, planning, and best practices in response to emerging issues in assigned program area.
  • Social Casework methods in child welfare, juvenile legal system, or older adult programs.
  • Public assistance and employment services programs.
Ability to
  • Manage and evaluate programs and related activities that carry out overall program objectives and achieve appropriate outcomes.
  • Plan, organize and manage the activities of employees.
  • Interpret, explain, and apply complex laws, policies, rules and regulations; develop and implement appropriate program policy; and ensure compliance.
  • Develop and maintain effective working relationships with those contacted during the performance of duties, including multi-disciplinary staff; community members and organizations; public and private agencies; and local, state and federal agencies.
  • Prepare and present effective written and verbal reports, policies, procedures and other written materials.
  • Learn program specific information systems.
  • Work collaboratively to enhance service integration within the department and non-profit community partners.
  • Effectively represent the department and the County in meetings and presentations.

Minimum Qualifications

Any combination of education and experience that would provide the knowledge and skills listed. Typically, a Bachelor's Degree in Sociology, Psychology, Social Work, Social Welfare, Counseling or a closely related field and three years of experience appropriate to the assignment, including one year of supervisory experience.

Candidates selected are subject to fingerprinting by the Sheriff's Department and must pass a Department of Justice LiveScan background check prior to appointment.

Disaster Service Workers: All County of Marin employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
