Position: Network Project Manager
Location: Bloomington, MN (Hybrid)
30 Month Contract
Description:
- Work Schedule: 2 days in office (Tuesdays and Wednesdays)
Project Manager - Capital Project Milestone & Budget Tracking

You will be responsible for building and maintaining America's largest and most reliable cellular network. As a Project Manager in Wireless Construction, you will manage a variety of internal and external partners and vendors to oversee construction for a regional network of cell site projects. Your vital role will ensure that these multi-stakeholder, complex projects are delivered on time, to specifications, and within budget.
Responsibilities:
- Manage the regional monthly cell capital plan, ensuring spending accuracy in monthly forecasting and performing monthly reconciliation of YTD monthly spending by budget item.
- Complete receipts of service purchase orders and ensure that invoices are paid in a timely manner according to federal and state regulations.
- Collaborate with stakeholders to establish project designs, scope, deliverables, and timelines.
- Develop and maintain detailed schedules for each project and actively manage the scheduled tasks with outside vendors, including major milestones, action items, long lead purchases, and any other commitments that would impact the project schedule.
- Analyze implications of changes from the original schedule and take required corrective actions to ensure the project stays on track.
- Provide regular project status reports to management and the project team.
- Coordinate and oversee the issuance of RFQs and the evaluation of responses, based on purchasing requirements, and provide detailed analysis and recommendations for the best candidates.
- Manage regional network projects related to new 4G/5G Macro Construction, cell site modification, expansions, reconfigurations, and system upgrades.
- Work closely with Real Estate, Equipment Engineers, and Facilities Engineers to ensure cell site construction issues are proactively identified and resolved and requirements are met.
- Work with outside vendors, including General Contractors, Architectural & Engineering firms, and Construction Management firms on project scope, design, and plans to meet standards, local code requirements, and project schedules.
- Facilitate weekly routine planning and working sessions with critical stakeholders and regional Operations Managers to review project scope, define issues, develop deliverables and associated timelines, assign primes, and track action items.
- Develop and maintain a detailed schedule for each project and actively manage the scheduled tasks with outside vendors, including major milestones, action items, long lead purchases, and any other commitments that would impact the project schedule.
- Understand the impact of changes from the original schedule and take required corrective actions to ensure the project stays on schedule.
- Coordinate and oversee the issuance of RFQs and the evaluation of responses; based on purchasing requirements, provide detailed analysis and recommendations for the best candidates and issue purchase orders using PeopleSoft/Quick Bid Purchasing system.
- Review close-out packages to ensure projects are completed with high quality and according to the project scope.
- Provide regular project status reports to management and the project team.
Qualifications:
- Enjoy managing complex, large-scale projects impacting a large variety of stakeholders, both internal and external.
- Keen eye for detail, but never lose sight of the big picture.
- Results-driven and well-organized, adept at identifying potential project roadblocks and developing mitigation strategies.
- Excellent communication and team-building skills, enabling you to negotiate with internal and external partners to ensure nothing gets in the way of success.
- Thrive in a fast-paced, high-demand environment, making effective decisions quickly, and juggling competing priorities with ease.
Requirements:
- Bachelor's degree or four or more years of work experience.
- Three or more years of relevant work experience.
- Experience managing projects and process/program management experience.
- Experience with budget tracking, cost estimation, and cost accounting of capital plans.
- Telecom Construction experience.
- Experienced computer skills.
- Valid drivers license.
Preferred Qualifications:
- A degree.
- Ericsson/Nokia/Motorola and DC plant design knowledge.
- Knowledge of fiber installation and standards.
- Experience in telecommunications/data networking or wireless industry.
- Experience with 4G/5G Macro Cell implementation.
- Capability to be results-oriented with a strong sense of urgency, proactive and flexible.
- Proven ability to manage a heavy workload, be detail-oriented, and meet deadlines.
- Commitment to quality and the motivation and ability to work well in a team environment.
