Summary

As an IT Program Manager, you will serve as a Senior IT Program Manager Vendor Management in the assigned area of Information and Technology Services (ITS). Provides program management support in all functions associated with OCC IT vendor acquisition and management.

This position is located in Washington, DC; San Francisco, CA; Denver, CO; Atlanta, GA; Chicago, IL; New York, NY; Charlotte, NC; Dallas, TX or Houston, TX. Only one selection will be made in one of the listed duty locations.

Duties

As an IT Program Manager, you will:

  • Support the agency acquisition management group, manage the contract execution process, resolve operational problems, mitigate delays, assist with audits, mediate disputes, and escalate issues as appropriate.
  • Advise ITS leadership on complex and sensitive procurement matters. Exercise understanding of agency and governmental knowledge to advance mission goals and outcomes.
  • Develop regular reports on contract milestones, execution, and risk, and inform internal customers, vendors, and management of activities and progress through regular written and verbal communication.
  • Lead project staff responsible for managing, administering, developing, and/or maintaining vendor management tasks and activities.
  • Act as the key contact and subject-matter expert for all contract related activities including assisting with negotiating contract terms, conditions, modifications, incentives, and remedies while working with key stakeholders to ensure that their requirements are met.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the . Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Travel occasionally to attend conferences and/or training.
  • File an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements by the closing date of this announcement:

You must have IT-related experience demonstrating each of the four competencies listed below:

  • Attention to Detail-Generally demonstrated by tasks where the applicant is thorough when performing work and conscientious about attending to detail.
  • Customer Service-Generally demonstrated by tasks where the applicant works with customers to assess their needs, provide information, resolve their problems, knows about available services; and is committed to providing quality products and services.
  • Oral Communication-Generally demonstrated by tasks where the applicant expresses information to individuals or groups effectively, considers the audience and nature of the information; makes convincing oral presentations; listens, and responds appropriately.
  • Problem Solving-Generally demonstrated by tasks where the applicant identifies problems; determines accuracy and relevance of information; and uses sound judgment to evaluate alternatives, and make recommendations.

In addition:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-13 grade level in the Federal service. Examples of specialized experience for this position include:

  • Developing or interpreting policies, procedures, and strategies as it relates to the planning and delivery of IT services. AND
  • Participating or leading programs and/or projects related to enterprise application modernization initiatives.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
