Summary

The Recycling and Environmental Services Section (RES) of the Solid Waste Division (SWD) is recruiting for a Green Building Team Program Manager (Project/Program Manager III). This is a Special Duty assignment open for eligible King County employees. 

This position will participate in tasks associated with green building policy, implementation of sustainable development in county-owned capital projects, management of internal countywide/enterprise-wide green building team, tracking performance measures, trainings, implementing the County Green Building Ordinance, helping to achieve and implement the targets, and priority actions of the Strategic Climate Action Plan, ensuring our development practices achieve the goals of the Equity and Social Justice Credits, and supporting other King County sustainability programs.  

About this Role:

This position will lead the countywide/enterprise-wide Green Building Team and manage the implementation of the Green Building Ordinance. In addition, this position is responsible for sustainable and equitable development practices related to the Strategic Climate Action Plan, and Equity and Social Justice Strategic Plan. These environmental and equity efforts support the Solid Waste Divisions Comprehensive Plan, Re+ Program, and Zero Waste of Resources goals.  The successful candidate will provide a wide range of support to move the County towards Zero Waste of Resources and a sustainable built environment integrating equity and social justice opportunities. 

This position performs work remotely and onsite.  

About the Team:

The Recycling and Environmental Services Section leads the division's recycling programs. Some of the notable programs include RE+, communications, green building, construction and demolition material diversion, hazardous waste management and the Wastemobile, product stewardship, policy, resource recovery, junk vehicle, and special waste programs. The section also has outreach programs designed to educate the public on proper recycling methods and help the county reach the desired 70 percent recycling rate. Some of the most successful outreach programs are Guilt Free KC, Green Schools, Food: Too Good to Waste, and Recycle More/Recicla Mas.

Job Duties

What You Will Be Doing:

  • Lead the GBO Annual Report process
  • Manage work orders on Low-embodied carbon materials with SMEs and new ECO staff 
  • Provide technical support for capital projects across the County
  • Complete the last tasks for 2025 SCAP Update (last revisions, graphic copy review)
  • Manage and complete content for 2025 SCAP Performance Report to the Council 
  • Work with and support the Executive Climate Office (ECO) 
  • Perform GBO biennial audit of 2 projects from 2 divisions 
  • Create, launch and coordinate NEOGOV training courses in ESJ, Capital Program Management 101, and sustainability
  • Coordinate Green Building Team 
  • Brainstorm and document new Annual Report process
  • Triage any inquiries from Green Building Team. 
  • Attend relevant meetings related to internal countywide green building operations as needed.

  • Strong project management skills with the ability to manage multiple projects and meet deadlines with high attention to detail.
  • Demonstrated skill in written and oral communications and making presentations.
  • Demonstrated skill in analyzing data, gathering necessary information to produce performance measures. 
  • Demonstrated skills in technical green building strategies
  • Familiarity with Green Building Ordinance, Strategic Climate Action Plan, Equity and Social Justice Strategic Plan

Supplemental Information

Working Conditions:

  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with occasional onsite meetings with staff or project teams, typically 2-3 times a month at King Street Center or project site locations within King County.  The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). The position will also attend occasional in-person meetings at King County Chinook Building.  
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.  
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
