Job Description
PURPOSE SUMMARY. Under general direction of the Assistant County Manager, directs, manages, and oversees the functions and activities of the Engineering department.
ESSENTIAL DUTIES. (A position may not include all of the duties listed, nor do the listed examples include all of the duties which may be found in a position of the class. Oversees long-range Engineering and Roads planning and direction for the County. Provides written and oral presentations on operational and long-range planning to all levels of the organization.

Analyzes and coordinates Engineering and Roads strategy, policies and procedures.

Monitors Engineering and Roads departmental expenditures to ensure department operates within budget while meeting their goals and objectives.

Participates as a member of the County’s management team. Coordinates with other departments to integrate projects of mutual concern. Coordinates with Federal, State and local agencies to obtain funding assistance. Provides input to senior staff to improve the level and quality of services

Directs, coordinates, and organizes all activities and functions in the department.

Hires, trains, evaluates personnel; responsible for ensuring compliance with all county ordinances.

Plans, organizes, coordinates and supervises compliance review, construction inspection, rights-of-way and surveying activities of the Engineering Department.

Responsible for coordination and reviews progress of all road and special projects;

Gathers and compiles information and prepares reports and analyses in preparation for road projects to be considered in future fiscal years.

Prepares drawings, plans, and specifications to solicit bids for projects to be awarded.

Provides considerable technical assistance to staff and other departments as needed.

Manages surveys of county properties, including rights-of-way, as requested.

Attends various meetings as a representative of the engineering department.

Inspects construction and maintenance of various projects.

Responds to complaints and questions from the public and provides resolutions to issues.

Responsible for knowing and abiding by all department and county policies and procedures.

QUALIFICATIONS.
A. Education. A Bachelor’s degree in Civil Engineering or related engineering field.
B. Experience. Eight (8) years of increasingly responsible full-time experience in engineering and surveying work including five (5) years supervisory or management experience.
C. Education/Experience substitution. N/A
D. Licenses/Certifications. Current registration with the State of NM as a Professional Engineer upon hire and to maintain at all times. Valid driver’s license and maintain a satisfactory driving record in accordance with County policy.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.).

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION:
Practical knowledge of a wide range of technical methods, principles and practices similar to a narrow area of a professional field; and skill in applying this knowledge to such assignments as the design and planning of difficult but well-precedented projects.
Must have knowledge of Doña Ana County and its surrounding areas, principles and practices of civil engineering and project management; principles and practices of effective supervision and fiscal budget preparation and administration; developments and sources of information regarding civil and traffic engineering; proper methods to maintain accurate records; computer operation, the applicable software and general office equipment.
Must have skill in designing, reading and interpreting surveying projects and construction plans; gathering, plotting and researching applicable information; working independently; and establishing and maintaining effective and cooperative working relationship with others.
Compensation Range
