JOB SUMMARY:
This position will report to the Regional Planning Team Leader and will work with Plant and Supply Chain Management personnel as the point of contact for all contract needs. This position is responsible for ensuring compliance with the Southern Company Contracts Manual at Plant Daniel. This position will audit and provide support for the Regional Invoice Reconciling process including, but not limited to, the Maximo Labor Rate process for all MPC generating facilities. This position will provide backup support as needed to Regional Planning Team Leader, Contract Support Specialists, and Maintenance Specialists.
JOB DUTIES & RESPONSIBILITES:
- Responsible for understanding, owning, and assuring compliance with regulations and corporate policy in the area of contract services in compliance with the Southern Company Contracts Manual.
- Provide Chapter 12 guidance and training to MPC generation sites.
- Support the plant self-assessment program to ensure compliance with established key internal controls; ability to identify gaps; develop corrective action plans; and set deadlines for completion.
- Communicate, coordinate, and assist with the compilation of bid packages, preparation of bid lists, bid evaluation documentation, and the bid awarding process with Supply Chain Management; ensure SCMMA compliance; facilitate the service sole source justification process.
- Monitor contract expiration dates and not to exceed limits, and review scopes to ensure contracts are in place to meet the needs of the MPC generating facilities.
- Develop and maintain plant specific contracting procedures.
- Manage overall contractor on-boarding process and ongoing contractor evaluations.
- Ensure procedure adherence for onboarding new contract employees; site safety information, drug screens and background checks, LOTO, valid identification, etc.
- Verify accurate reporting of contractor labor through weekly, quarterly, and annual assessments, self-audits, and checks and balance processes.
- Establish labor rate contracts in MAXIMO, including updating rates for labor, equipment, extras, FUTA/SUTA, etc.
- Support and help achieve corporate goals for supplier diversity.
- Maintain appropriate plant files for responsible facilities; manage Chapter 12 forms and files within current record retention guidelines.
- Support outage planning including ensuring all contract needs are met, attend outage meetings, and provide compliance guidance to plant personnel and contractors.
- Process service purchase requisitions; verify contract validity and accurate tax codes.
- Responsible for contractor random drug testing and contractor security gate coverage.
JOB REQUIREMENTS:
- Extensive knowledge of Contract Administration.
- Knowledge of the contract process and ability to analyze/interpret contract terms and conditions, pricing, billables, etc.
- Knowledge of purchase requisitions, purchase orders, and the sole source justification process.
- Knowledge of the plant budget and accounting procedures.

- Demonstrated initiative and self-motivation.
- Effective written and oral communication skills.
- Thorough understanding of the SCMMA or other labor/maintenance agreements preferred.
- Proficiency in relevant computer applications, such as MAXIMO, ORACLE, MRS, Microsoft Office suite, Tableau, Em-pact, and LARA preferred.
- Knowledge of the MAXIMO labor rate process, including familiarity with templates preferred.
