ABOUT THE POSITION

This BHRS Program Manager recruitment is to establish an eligible list for all Behavioral Health Programs.  

This list may be used to fill BHRS Program Manager vacancies as long as the list is active. As such, you are encouraged to apply even if a vacancy doesn't exist in the program for which you are interested.

The eligible list established from this recruitment may be used to fill future vacancies for open, fixed-term, full-time or part-time positions which may occur while the list remains active.

The Program Manager positions will be based in one of the following locations: San Rafael, Novato, or Greenbrae. 

There is one (1) full-time, regular Program Manager (PM) vacancy, which is responsible for the oversight of the Quality Management (QM) program and ACCESS services provided by a multidisciplinary team that requires planning, assigning, supervising, reviewing, and evaluating the work of staff. This position is also responsible for successfully coaching and developing the team, as well as writing and delivering annual performance reviews and providing training and discipline as necessary to staff.  

The QM team is responsible for ensuring that BHRS fulfills all state and federal requirements regarding quality of care, including but not limited to: DHCS contract compliance, provider credentialing, site certifications, utilization review and management, initiating performance improvement projects and monitoring and maintaining the accessibility, timeliness and quality of clinical care.

The Access Team is a centralized team that provides 24/7 information, screenings and referrals for Specialty Mental Health Services (SMHS) and Substance Use Services (SUS) by phone as well as face to face or telehealth assessments during business hours for Marin County Medi-Cal beneficiaries.

Reporting to the Division Director of QM, the PM position is additionally responsible for managing critical operations of the Division's SMHS programs and services, including, but not limited to, managing the contracts administration and oversight process, developing policies and procedures, providing program development leadership to expand and facilitate Behavioral Health Integration of SMH and SU services and administration, supervising professional-level clinical and administrative staff, and establishing services and systems to comply with Federal managed care and other applicable Federal, State and local requirements.  Incumbent will also have agency-wide responsibilities as needed, such as collaborating with other managers and community partners in the development and implementation of Division-wide communications, goals, policies and performance standards, conducting management analysis, and researching funding opportunities, regulations and legislation to determine impact on behavioral health programs. Incumbent will participate in ongoing program and system development efforts and represent BHRS in various Health and Human Services and community initiatives.

The ideal candidate for this role is a dedicated professional who has a strong foundation in the principles and practices of management as well as in behavioral health (in particular, SMHS) evidence-based practices, along with QM acumen. Additionally, knowledge and experience with federal managed care regulations. This individual understands the complexities of SMHS healthcare delivery, client-centered care, and the integration of evidence-based practices. They are skilled in engaging diverse populations and addressing disparities in behavioral health services. In addition to their knowledge of SMHS systems, the candidate excels in QM principles, ensuring services meet regulatory standards and align with continuous improvement goals. They have experience implementing data-driven strategies to enhance program outcomes, monitor performance metrics, and streamline workflows for efficiency and effectiveness. This professional also brings valuable experience in overseeing contracts, including negotiating terms, ensuring compliance, and managing vendor relationships. They possess a proven ability to build and maintain positive relationships with stakeholders and contractors, fostering collaboration and trust to achieve shared objectives. Moreover, the candidate has in-depth knowledge of the SMHS/behavioral health infrastructure within the county, including service systems, community partnerships, funding mechanisms, and regulatory frameworks. They understand how these systems intersect and can leverage this knowledge to ensure comprehensive and integrated care delivery. This individual demonstrates exceptional communication and leadership skills, collaborating across departments and with community stakeholders to foster innovation and maintain high standards of care. They are passionate about advancing equitable, sustainable, and impactful behavioral healthcare systems within the county framework.

QualificationsKnowledge of

  • Principles and practices of management, including program development, implementation and evaluation; goal setting, personnel management; budgeting and fiscal administration; grants administration; and contract negotiation and monitoring.
  • Applicable laws, rules, codes and regulations.
  • Comprehensive knowledge of clinical requirements for the full range of mental health and substance use services available.
  • Application and effectiveness of a variety of multi-discipline mental health treatment modalities.
  • Community and agency consultation methods and procedures used to define and resolve mental health problems.
Ability to
  • Manage, implement and evaluate services that carry out overall program objectives and achieve appropriate outcomes.
  • Determine the needs and priorities of mental health services in the community.
  • Interpret, explain and apply legislation, regulations, policies and directives; develop and implement appropriate clinic/program policy; and ensure clinic/program compliance.
  • Plan, organize and manage the activities of employees.
  • Develop and maintain effective working relationships with those contacted during the performance of duties, including multi-disciplinary staff, community members and organizations, public and private agencies, and local, state and federal agencies.
  • Work collaboratively to enhance service integration within the department and non-profit community partners.
  • Learn program specific information systems.
  • Prepare and present effective written and verbal reports, policies, procedures and other written materials.
  • Effectively represent the program, department and County in meetings and presentations.

MINIMUM QUALIFICATIONS AND CERTIFICATIONS & LICENSES

Any combination of education and experience that would provide the knowledge and skills listed. Typically, a Bachelor's degree in counseling, marriage and family therapy, nursing, psychology, social work or a related field AND three years of experience appropriate to the assignment, including ONE year of supervisory experience.

Certificates and Licenses

The BHRS Program Manager (Quality Management and the ACCESS Program) does not require licensure. Future vacancies may require licensure.

Positions requiring clinical supervision of staff must be professionally licensed as a Marriage and Family Therapist, Licensed Clinical Social Worker, Registered Nurse, or Clinical Psychologist in the State of California. Otherwise qualified non-California residents must obtain a California license within timelines consistent with the Business and Professions Code of California after moving from another state. Failure to obtain licensure within the specified timelines will result in termination of employment.
